A strong aftershock ripped through northeastern Japan, killing two people, knocking out power to vast areas Friday and piling misery on a region still buried under the rubble of last month's devastating tsunamipower balance 2011 The 7.1-magnitude tremor late Thursday was the strongest since northeastern Japan's jumbo 9.0-magnitude quake March 11. "It's enough," the 64-year-old while smoking a cigarette outside. "Something has changed. The world feels strange now. Even the way the clouds move isn't right."
Many people have lived without water and electricity for nearly a month, and the latest tremor sunk more homes into blackness: About 2.6 million households — about 40 percent of those supplied in the area — were dark Friday, said Souta Nozu, a spokesman for Tohoku Electric Power Co., which serves northern Japan.
Six conventional plants in the area were knocked out, though three have since come back online and the others should be up again within hours, Nozu said. But with power lines throughout the area damaged, it was not clear whether normal operations would be restored, he said.
Several nuclear power plants briefly switched to diesel generators but were reconnected to the grid by Friday afternoon. One plant north of Sendai — which has been closed since the tsunami — briefly lost the ability to cool its spent fuel pools, but quickly got it back.
At a plant in Onagawa, some radioactive water splashed out of the pools but did not leave a containment building, Tohoku Electric said. Such splash-out is "not unusual, although it is preferable that it doesn't happen," according to Japanese nuclear safety agency official Tomoho Yamada.
"Closer inspection could find more problems," said agency spokesman Hidehiko Nishiyama, but no radiation was released into the environment at Onagawa.
The plant began leaking oil into the ocean in the first earthquake, and the flow escaped a containment boom in Thursday's tremor, according to coast guard spokesman Hideaki Takase. By Friday, the leak had been contained again, he said.
Thursday's quake initiated a tsunami warning of its own, but it was later canceled. Two people were killed, national fire and disaster agency spokesman Junichi Sawada reported Friday. A 79-year-old man died of shock and a woman in her 60s was killed when power was cut to her oxygen tank. More than 130 people were injured, according to the national police agency.
That pales in comparison to the original quake and tsunami, in which more than 25,000 people are believed to have died.
Many of those bodies have still not been found: A significant portion were likely washed summer fashion shop out to sea and never will be, but some are buried in areas that have been largely off-limits to search teams.
As radiation spilling from the troubled Fukushima Dai-ichi plant has fallen in recent days, however, police have fanned out inside a no-go zone near the complex to dig for the dead.

The searchers, wearing white radiation gear and blue gloves, struggled to bring the remains across the rubble to vans and minibuses that would take them to the nearest morgue. Each body was carefully hosed off to rid it of radiation before being placed in the vehicles.
"The area is literally a mountain of debris. It is an extremely difficult task," said an official with police in Fukushima prefecture who declined to be named because he was not authorized to talk to the media.
The epicenter of Thursday's temblor was in about the same location as the original 9.0-magnitude tremor, off the eastern coast and about 40 miles (65 kilometers) from Sendai, an industrial city on the eastern coast, according to the U.S. Geological Survey. It was strong enough to shake buildings for about a minute as far away as Tokyo, about 200 miles (330 kilometers) away.
At a Toyota dealership in Sendai, most of a two-story show window was shattered, and thick shards of glass were heaped in front of the building. Items fell off store shelves and a large automated teller machine crept across the floor at a FamilyMart convenience store.
Police directed cars through intersections throughout the city on Friday because traffic lights were out. Small electrical fires were reported.
While the city is far enough inland that it largely escaped tsunami damage, people there lived without regular services for weeks. Can a robot pitch a tent? If so, a Boy Scout who builds one might be able to earn two merit badges at once.

Badges have been dropped over the years — blacksmithing and beekeeping for example — and replaced with new versions more in line with skills boys need to succeed, he said.
"Last century, camping was an essential survival skill. Sometimes, you might have had to live outside in the 1900s to survive. We view STEM as an essential survival skill in the 21st century," he said Thursday. "We're just trying to keep relevant with what kids need to learn."
Officials expect at least 10,000 of the nation's 2.7 million Boy Scouts to earn the new badge in the next year, compared with the roughly 500,000 who earn the most popular badge — first aid — each year.

The beauty of robotics is that it combines engineering, math and computer science in a fun format that even young Scouts can master, Berry said.
"There's a low floor and a high ceiling with regard to robotics," he said. "It's very easy to get into, and you can go a long, long way."
Berry, an Eagle Scout himself, said he would have loved the chance to earn a robotics badge as a teen. Now 49, he remembers learning about radios and electronics as a Boy Scout, but there wasn't much opportunity for hands-on building.
"One of the biggest problems we have for high school kids and Boy Scouts included, is that there aren't a lot of opportunities to tinker and experience what it's like to be an engineer, so when they get to the college level, students are often ill prepared to do an engineering degree," he said.
NASA, which allowed its Mars rover to be depicted on the badge, also agreed to take 100 patches into space on the Endeavour shuttle mission. Those badges will be distributed through an online contest.
"I think it would be cool," said Kyle Vachon, 11, of Auburn, N.H., who has earned badges in first aid and carpentry and is working on a badge in personal management.
Ten-year-old Josh Cerniglia of Atkinson, N.H., was also enthusiastic, since he has attended a robotics summer camp and enjoyed working on a build-your-own circuit kit.

Gunmen in south Philippines kidnap 16, set demands
Gunmen linked to a criminal gang have kidnapped 16 people, most of them teachers, from an elementary school graduation ceremony in a remote chanel handbags 2011 southern Philippine town, police said Saturday.

Rafar said the gunmen immediately demanded the release of fellow Manobo tribesmen Ondo Perez and three others who are being held at the Agusan del Sur jail on charges of kidnapping and illegal possession of firearms in connection with the December 2009 hostage-taking, in which 47 villagers were held for several days.fashion trends 2011
Police sharpshooters were deployed around the area where the hostages were held and negotiations were under way, Rafar said.
The hostages were being kept in one or two houses near other houses owned by hostage takers' relatives, said another police officer, Senior Supt. Nestor Fajura.
Mendez said the estimated six gunmen holding the hostages had initially given a 24-hour deadline to release their four fellow tribesmen. But he said that as of Saturday morning, they appeared to have softened their position on the deadline and demanded that food and water be delivered to them. Government negotiators have in turn asked for the immediate release of the children.
Fajura said as of Saturday afternoon none of the hostages had been released and the food had not been delivered because the gunmen made it a condition that detainee Perez be among those to bring it.
"The crisis management committee is now talking to Perez so he can ask the leader of the hostage takers who is his nephew not to include that condition," Fajura said, adding that it was impossible to quickly get a court order for Ondo's release since it was a weekend.
Food must have already been given to them, even if it may not be enough, he added.
This latest hostage-taking took place seven months after a daylong kidnapping crisis in Manila ended in bloodshed. After a dismissed policeman took captive a busload of Hong Kong tourists to demand his job back, the Aug. 23 ordeal ended with police and the gunman opening fire, leaving eight hostages and the assailant dead and drawing international criticism to the police operation.
"I don't think we need to say this anymore, but the safety of the hostages should be the priority," presidential spokeswoman Abigail Valte said on government radio Saturday.

After a dismissed policeman took captive a busload of Hong Kong tourists to demand his job back, the Aug. 23 ordeal ended with police and the gunman opening fire, leaving eight hostages and the assailant dead and drawing international criticism to the police operation.
"I don't think we need to say this anymore, but the safety of the hostages should be the priority," presidential spokeswoman Abigail Valte said on government radio Saturday.

Police have said Perez and his men were former government militiamen who turned to banditry. They were accused of seizing the villagers in 2009 after two of Perez's relatives escaped arrest in connection with the killing of four members of a rival clan.
The 2009 hostages were freed several days later after intervention by Manobo tribal elders, and the gang leaders were arrested.
The restive southern Philippines is home to Muslim and communist rebels, and extortion and criminal activities are rampant.
